About the role:
We are seeking an experienced and motivated Environment, Health & Safety (EHS) and Social Procurement Officer to play a key role in maintaining a safe work environment and achieving the project’s social procurement objectives.
This dual-function role supports the Project Manager in delivering both statutory safety compliance and meaningful community outcomes, aligned with government frameworks and internal commitments.
Key Responsibilities:
Environment, Health & Safety
- Implement and maintain the WHS Management Plan, ensuring alignment with legislative requirements and project-specific risks.
- Use Procore and 1breadcrumb to manage site safety compliance, conduct regular safety walks, and support site teams with hazard identification and corrective actions.
- Monitor subcontractor safety performance, assist with Safe Work Method Statements (SWMS), and promote a strong, proactive safety culture.
- Investigate incidents (including notifiable incidents) within required timeframes, prepare reports, and support return-to-work and rehabilitation processes.
- Deliver WHS training and inductions; maintain a training matrix to ensure all staff and contractors meet competency requirements.
- Oversee environmental compliance, maintain documentation, and assist in site audits and inspections.
Social Procurement
- Support implementation of the project’s Social Procurement Commitment, including Building Equality Policy actions and employment pathways for disadvantaged Victorians.
- Liaise with subcontractors to ensure compliance with Local Jobs First Policy and Modern Slavery requirements; implement obligations in contracts.
- Facilitate recruitment via Working for Victoria and encourage inclusive hiring across subcontractor networks.
- Assist in delivering the Gender Equality Action Plan in collaboration with the Social Procurement & Inclusion Manager, including data reporting and workplace initiatives.
- Prepare regular reports for the Project Manager using Max and other reporting platforms to track social procurement outcomes.
- Promote a workplace culture that reflects the values of inclusion, diversity, and ethical sourcing.
What we’re looking for:
- Proven experience in WHS/EHS within construction or infrastructure
- Understanding of social procurement frameworks and public sector reporting obligations
- Excellent communication and stakeholder engagement skills, with the ability to influence and support both internal teams and subcontractors
- Competent in safety and compliance systems
- Well-organised, solutions-focused, and committed to achieving both compliance and community outcomes
